Gary Carr is the Co-Founder and Director of Business Development and Government Affairs of Mission New Value Group, where he leads business development, strategic partnerships, municipal engagement, and builder outreach across the firm’s pre-development and land advisory platform. His work often begins at the earliest stage, with desktop due diligence on zoning, utilities, easements, and municipal context, and extends through highest-and-best-use strategy, feasibility studies, rezoning, and Land Disturbance Permit readiness. He also engages counties, cities, and public officials while tracking local ordinances and state housing policy across the Georgia market.

Gary’s work with the Mission brand began in 2023 with the subdivision of a 2.5-acre property on Rock Springs Road in Lawrenceville, Georgia, into three parcels, creating approximately $3 million in property value. The firm’s portfolio has since grown to include mixed-use rezoning approvals and nearly $30 million in projected value across two Gwinnett County residential developments.

A graduate of Tyler School of Art at Temple University with a BFA in Graphic Design, Gary worked with brands including Garanimals, American Eagle Outfitters, and Merc USA Inc. before founding Toneaphone LLC, a SaaS and mobile application company that produced more than 25 apps, including cross-platform products that reached millions of downloads. As Co-Founder and Director of Conference Programming for Mission GalaCON, he draws on more than 100 conferences attended around the world, from Singapore to Prague. Gary is a member of the National Association of Home Builders and the Greater Atlanta Home Builders Association.
